Prior to Federation in 1901 Australia did not have its own military forces and relied on the British Empire for its military and police. Both the current Military and Police customs were based on the British Imperial system.
South Australia at this time had various militia which had evolved from shooting clubs and involved those with military or police backgrounds.

Stephens youngest son Horace was recorded in the Carter Family verbal history as being the company bugler at the age of 12 or 13, and would accompany his father on bivuacs around the country side. The uniform warn by Stephen in his portrait would appear to reflect the rank of major, however, the Historian of the South Australian Mounted Rifles in Adelaide has informed us that the crowns reflect his unit, not the rank of Major as would be the case in recent times. |
